What is the Family Self-Sufficiency Program?

The Housing Authority of the City of East Orange (HACEO) Family Self-Sufficiency Program
(FSS) is a voluntary Section 8 Housing Program designed to assist families in establishing independence from public assistance, Federal, State, and/or local subsidies..

Once a participant is accepted into the FSS Program, s/he must sign a five year Contract of
Participation. Each FSS program participant along with the guidance of the FSS Coordinator develops a step by step plan known as the Individual Training and Services Plan (ITSP). The ITSP will become the blueprint for the successful completion of the participant goal(s).

FSS Program Participants achieve economic independence and self-sufficiency through
education, job training, supportive services and employment opportunities It is anticipated that
through full-time employment, FSS Participants and their families can become independent of
government assistance.

• Personal Counseling
• Career Counseling
• Educational Counseling
• Assistance with educational institution and financial aid applications

• GED Preparation
• ESL (English as a Second Language)
• 2 and 4 year Colleges
• Certification and Training Programs
• Job Training
• Basic Skills Literacy
• Child Care
• Credit Repair

Yes, You Can Earn MONEY!

As an FSS Participant, when your Section 8 Tenant Rent increases as a result of an increase in earned income, the Housing Assistance Payment (HAP) will decrease. The difference in the HAP payment is set aside in an interest bearing account on behalf of the participant.

	Eunice Singleton, FSS Program Participant Ms. Singleton received a check for $1,193. From her escrow account which will allow her to complete coursework to earn her Bachelors Degree. Ms. Singleton is pursuing a career in education. To date Ms. Singleton has earned over $3,000. plus interest in her program account and is still earning Monthly Deposits plus interest!
	Michelle Carter FSS Program Graduate Earned a total of $18,218.16
	Tasha Evans, FSS Program Participant Accepted into the Diagnostic Medical Sonogram Program at Bloomfield College. Ms. Evans is currently earning $112. a month plus interest every month into her program escrow account and has the potential to earn
